Breaking the Boundaries of Education: Establishing Remote Learning Environments and Capacity Building at Makerere University, Uganda

Makerere University stands as the pride of East African education.
However, its outdated infrastructure and a severe shortage of lecture halls relative to the surging demand have been significant obstacles.
Simply constructing buildings was not enough; the lack of systematic policies and a gap in digital content production were widening the educational divide.
To address this, Korea Institute for Development Strategy (KDS) launched a transformative initiative in Uganda.
KDS’s Approach: Creating a Self-Sustaining ‘Educational Organism’
Our strategy goes beyond delivering infrastructure.
We aim to create an "educational organism" where the university evolves independently.
- Policy Foundation. Establishing a mid-to-long-term master plan for distance education aligned with the university's vision to provide a solid regulatory and strategic basis.
- Physical Hub. Constructing a dedicated distance education center equipped with state-of-the-art servers, studios, and smart classrooms to serve as a physical base for innovation.
- Localized Tech Environment. Introducing a Learning Management System (LMS) optimized for the Ugandan context and providing an environment where faculty can independently plan and produce high-quality digital content.
- All-Encompassing Capacity Building. Conducting hands-on practical sessions and comprehensive training—ranging from high-level policy decision-making to technical operational know-how—ensuring all stakeholders can sustain the system after the project's conclusion.

Customized EdTech: We redesigned Korea’s leading EdTech experience to suit Uganda’s specific power and network conditions. Rather than providing theoretical technology, we offer an optimized model that is fully functional and adaptable in the field.

Focus on Outcomes: Based on the Theory of Change (ToC), we conduct rigorous monitoring to move beyond the physical output of "building completion." Our focus remains on the real-world outcome: "guaranteeing students’ practical right to learn."
A Digital Education Hub for Africa
Makerere University is now poised to be reborn as a "Digital Education Hub," spreading remote learning models across the African continent.
Through this project, Korea Institute for Development Strategy (KDS) presents a new standard for digital ODA where technology and people achieve perfect harmony.
We will continue to accelerate a future where high-quality education is accessible to everyone, free from the constraints of time and space.
